Multi-Tiered Systems of Support (MTSS)

What is MTSS?
Multi-Tiered Systems of Support (MTSS) at Gonzales ISD provides a comprehensive, data-driven framework designed to meet the academic, behavioral, and social-emotional needs of all students. Through high-quality Tier 1 instruction, targeted Tier 2 interventions, and intensive Tier 3 supports, MTSS ensures that every student receives the right level of support at the right time. This proactive approach allows educators to identify areas of need early, monitor progress consistently, and adjust instruction and interventions to promote continuous growth and achievement.
By implementing MTSS with fidelity, Gonzales ISD fosters equitable access to instruction and support, promotes student engagement, and strengthens outcomes across campuses. MTSS empowers teachers with collaborative structures and meaningful data to make informed decisions, while reinforcing a culture of shared responsibility for student success. Ultimately, this system supports academic progress, builds essential skills, and helps students reach their full potential—contributing to stronger schools, improved student success, and continued growth across the district.
More about MTSS
The acronym MTSS stands for Multi-Tiered Systems of Support. MTSS is the framework that includes RTI, which is academic, and PBIS, which is behavioral.
The MTSS framework comprises two intervention-based frameworks, RTI and PBIS. The academic component, RTI, stands for Response to Intervention, while the behavioral component, PBIS, stands for Positive Behavior Interventions and Supports. MTSS is in place to help Gonzales ISD identify struggling students early so that they may receive the support needed to be successful.

Key Components of MTSS Include:
- Universal screening of all students early in the school year
- Tiers of Intervention that can be amplified in response to levels of need
- Ongoing data collection and continuous assessment
- Schoolwide approach to expectations and support
- Parental Involvement
RTI (Response to Intervention)
RTI is an approach that schools use to help all students, including struggling learners. The RTI approach gives Texas students opportunities to learn and work at their grade level. The idea is to help all students be successful. (Texas Education Agency, 2022)

How does Gonzales ISD utilize the CHAMPS model and APACHE WAY for PBIS (Positive Interventions and Supports)?
Positive Behavioral Interventions and Supports (PBIS) is a proactive, school-wide framework designed to reduce and prevent problem behaviors by intentionally promoting and reinforcing positive behaviors across all learning environments. Through clear expectations, consistent practices, and positive reinforcement, PBIS helps create safe, supportive, and predictable school climates where students can focus on learning. This approach not only improves student behavior and engagement but also fosters a sense of belonging and accountability that benefits students, staff, and the broader school community.
CHAMPS is an evidence-based framework that supports classroom teachers in developing effective classroom management plans that are proactive, positive, and instructional in nature. By clearly defining expectations for Conversation, Help, Activity, Movement, Participation, and Success, the CHAMPS approach guides teachers in making purposeful, informed decisions about behavior management. When implemented with fidelity, CHAMPS strengthens instructional time, enhances student self-regulation, and supports positive relationships within the classroom.
Together, PBIS and CHAMPS contribute to improved student outcomes, a stronger school culture, and a positive ripple effect that extends to families and the community by creating consistent, respectful, and engaging learning environments for all.
